The purpose of a Community Plan is to promote cohesion and increase community involvement. It is a way to bring the views and requirements of all local residents together to help improve the quality of their neighbourhood. Its production highlights the needs of the wider community and in doing so gives direction to the priorities of residents which in turn will focus their thinking in developing actions which they will be able to deliver; often in partnership with Local Authorities, agencies and investors.
The incentive for a community to do a Community Plan has been around for a number of years but was further encouraged when the Coalition Government set out its Localism Bill in December 2010. This was a development of the Governments wish to “shift power from central government back into the hands of individuals, communities and councils.”
The Bill set out six packages, three of which directly related to the work of Kingsteignton Community Plan, these were:

decentralisation and strengthening local democracy.

community empowerment.

a radical re-boot of the planning system including neighbourhood planning.
Nearly a year later on the 15th of November 2011, the Bill received Royal Assent and became the Localism Act.

Giving Kingsteignton a Heart

Many people agree that Kingsteignton has a heart and is a great place to live. The consultation process for the community plan brought hundreds of people together to help shape the future of Kingsteignton. One of the main points was the need for a town centre. This was taken very seriously and in January consultants start working to look at the feasibility of this.

The document takes account of likely influences on future growth, such as local needs and market demand, as well as the influence of Newton Abbot and Exeter. It also looks at the communities ideas to make Kingsteignton more sustainable for future generations. This document ensures that the community’s ideas and vision will be fully integrated with the planning system, with sufficient flexibility to adapt to future changes. The outcomes of the work will feed directly in to the Teignbridge Core Strategy, a policy document that will shape the future, growth of the district. It will also help to inform a revised version of the Kingsteignton Strategy.
